I did some of my Clinical Pastoral Education Units in Gastonia. One of the units that I served was the Emergency Department. If there was an incident that was suspected to be gang related, they would not allow any family members or friends to come in.
This was torture for the loved ones, but they had this practice in place because they did not want visitors to come in, find out what had happened, and then go out seeking retribution. They were hoping that with time, cooler heads would prevail.
