Context to Chapter 19
Before this passage in 1 Kings, Elijah has just challenged (and massacred) the prophets of Baal. He has fled into the wilderness to escape the wrath of Queen Jezebel and is now on Mt. Horeb crying out to the Lord,
I have been very jealous for the Lord, the God of hosts. For the people of Israel have forsaken your covenant, thrown down your altars, and killed your prophets with the sword, and I, even I only, am left, and they seek my life, to take it away. (1 Kings 19:10, ESV)
Then comes the famous sequence of wind, earthquake, and fire followed by the still small voice (1 Kings 19:11-13). The Lord, of course, is in the still small voice.
